18. Does the Merger have anything to do with the light rail? <br />See response to No. 15. <br />19. Wanted to know if it would impact any current projects in the area. <br />By law the Agency must pay the debt on the funding of existing projects before it can consider <br />allocating money from one project area to another. Therefore, no existing projects can be <br />jeopardized or eliminated as a result of the Merger. <br />20. Is the Agency going to tear down any buildings? <br />Please see response to No. 16. <br />II. Summary of Questions and Responses received at the Community Information <br />Meeting. <br />The following is a generalized summary of the questions raised and the responses provided at the <br />community information meeting held at 6:00 p.m. on August 10, 2004, regarding the proposed <br />Merger. Notice of the meeting was available in Spanish and Vietnamese. Translation was also <br />available at the meeting. Approximately 125 persons attended the meeting held at the Police <br />Community Center. The community information meeting consisted of a power point <br />presentation, including an overview of redevelopment in Santa Ana, and the purposes of the <br />proposed Amendments, followed by a comment, question and answer session. Copies of the <br />proposed Amendments, map of the Project Areas, and Agency newsletter were available as <br />handouts. The Existing Plans and the Report to the City Council were also made available for <br />review. In addition to the redevelopment consultant, several staff persons were on hand to answer <br />questions. <br />1. Can eminent domain or anything change from the beginning to the end of a project? <br />Certain redevelopment plans limits can be amended if the Agency can make the necessary <br />findings but the Agency must go through the plan amendment process before any changes <br />could be made. Changes cannot be made to the Plans without public notification and a hearing. <br />2. What is the reason for a redevelopment plan or project? <br />California Community Redevelopment Law provides financial assistance to qualifying areas <br />(redevelopment project areas) to improve and revitalize the areas.
