Resolutions Approving the Preliminary <br />Report and Receive and File the Proposed <br />Plan Amendments for the Merger of the <br />Santa Ana Redevelopment Projects <br />March 15, 2004 <br />Page 3 <br />(Exhibit 2) and proposed amendments will be provided. The next step in <br />the CEQA process is the issuance of a Notice of Intent to adopt a <br />Negative Declaration, which will be provided to the public and the <br />appropriate public agencies. <br />Under specific circumstances, the Community Redevelopment Law also <br />requires that a project area committee be formed. The proposed <br />amendments are a plan merger for economic reasons only and will not <br />grant additional eminent domain authority or add territory to the <br />project areas. Therefore, a project area committee need not be formed <br />in connection with the proposed amendments. <br />Final review and adoption of the proposed plan amendments and <br />environmental documents will be considered for approval by the City <br />Council and Agency after a public hearing is held on the proposed plan <br />amendments in the summer of 2004. <br />It is also recommended that the Agency enter into a contract with Jart <br />Direct Mailing Services to handle the direct noticing of all affected <br />property owners, tenants and business owners. <br />ENVIRONMENTAL IMPACT <br />There is no environment impact associated with this action. This action <br />involves only the preliminary steps for plan amendment and does not <br />commit the City or Agency. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />A�- <br />JoV P.
