"UP No. 2004 -03, ZOA No. 2004 -01, <br />SPR No. 2004 -01, and TTM No. 2004 -01 <br />March 22, 2004 <br />Page 4 <br />Further, allowing moderate density housing with complementing commercial <br />uses provides an alternative to traditional land use development. <br />Locating these mixed -use developments at strategic points along the <br />regional transit system route will emphasize a pedestrian- oriented <br />environment and reinforce the availability of public transit in land use <br />planning decisions. <br />Conditional Use Permit <br />Specific Development No. 71 requires a conditional use permit for the <br />construction of a live -work loft project. The specific development <br />allows live /work units similar to the Downtown lofts to enhance the <br />visual gateway into the City and reinforce the City's image as a <br />regional activity center. The introduction of combined living and <br />working space in one unit provides a housing type that is both <br />compatible with and integral to transit oriented development goals. <br />'onditions have been drafted to ensure the project operates as live /work <br />housing for artists, professionals and others. Limitations on the uses <br />allowed and special events have been addressed through the conditions of <br />approval and will also be incorporated in the Covenants, Conditions and <br />Restrictions (CC &RS). Further, the applicant will be required to comply <br />with the Phasing Plan for the Santiago Street Loft project dated September <br />18, 2003 (Exhibit 8). <br />Tentative Tract <br />The applicant also proposes a tract map for condominium purposes. Based <br />on a review of the tentative map, the project is designed to be in <br />compliance with the applicable development standards found in Chapter 34 <br />(Subdivision) and the Specific Development document. Additionally, the <br />street and internal circulation has been designed to accommodate emergency <br />vehicles. Approval of the tract map will also be consistent with the <br />goals and policies of the General Plan. The ultimate site development <br />supports the General Plan's policies of supporting live /work communities <br />and promotes land uses that will enhance economic and fiscal viability of <br />the City. This live /workshop /studio project will further strengthen and <br />define the City as a dynamic urban center. <br />EM <br />
