REQUEST FOR <br />AGENCY ACTION <br />AGENCY BOARD MEETING DATE: <br />JULY 6, 2004 <br />TITLE <br />Qyvcation ls� <br />MOTION AUTHORIZING THE EXECUTIVE <br />DIRECTOR TO CAST AGENCY'S VOTE <br />REGARDING PROPOSED ORANGE COUNTY <br />VECTOR CONTROL DISTRICT <br />ASSESSMENT <br />EXECUTIVE DIRECTOR <br />RECOMMENDED ACTION <br />AGENCY SECRETARY USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1s' Reading <br />❑ <br />Ordinance on 2n' Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Executive Director to cast an affirmative vote on ballots <br />received for Community Redevelopment Agency -owned properties related to <br />the Orange County Vector Control District's Mosquito, Fire Ant and <br />Disease Control Assessment District. <br />DISCUSSION <br />The Orange County Vector Control District, which was formed in 1947, is <br />responsible for protecting public health by controlling rats, flies, <br />mosquitoes, red fire ants and other vector - related problems. The <br />District has proposed a Countywide assessment on all property to provide <br />funding to continue the red fire ant program, improve mosquito control, <br />establish the West Nile Virus Disease Program, and monitor and test for <br />disease. <br />Under the provisions of Proposition 218, any publicly owned property must <br />be assessed when it receives a benefit from a proposed assessment <br />district. Therefore, the Agency will receive a ballot as a property <br />owner in the district. Recognizing the need to continue the program to <br />eradicate the red fire ant and to monitor and test for diseases <br />transmitted by mosquitoes, staff recommends that the Agency authorize the <br />Executive Director to cast the ballots in favor of the assessment. <br />1 4 <br />
