Resolution to Establish Joint Public Hearing Date for Proposed Plan Amendments for the Merger of The Santa Ana Redevelopment Project Areas and Adopt the Report to the City Council July 19, 2004 Page 3 DISCUSSION The Community Redevelopment Agency of the City of Santa Ana currently has six redevelopment project areas: Central City, Inter City Commuter Station, North Harbor, South Harbor, South Main and Bristol Corridor Redevelopment Projects (Redevelopment Projects or Project Areas) . Each of the Project Areas has a separate Redevelopment Plan, which governs redevelopment of the Project Areas and the allocation of tax increment received from the Project Area. Existing Community Redevelopment Law (CRL) provides for a redevelopment agency to merge the project areas in order to combine the tax increment revenues from all the project areas and allocate the revenue among the entire merged project area. This will facilitate the implementation of redevelopment within the merged project area by revitalizing blighted areas through increased economic vitality and increased and improved housing opportunities. The proposed plan amendments (Amendments) are considered technical amendments that will not add territory to the Project Areas, increase the tax increment limit, affect the respective Redevelopment Plan termination dates or result in a single merged redevelopment plan. The merger only allows the Agency to combine and allocate tax increment revenues among the Project Areas. As part of the process to amend the redevelopment plans, the CRL provides that the City Council and Community Redevelopment Agency hold a joint public hearing to receive testimony on the Amendments. Additionally, CRL requires that a notice of the joint public hearing be published in a newspaper of general circulation for four successive weeks prior to the hearing and be mailed at least 30 days prior to the hearing to all property owners and occupants within the Project Areas via first class mail. Affected taxing agencies are notified separately by certified mail. It is proposed that the joint public hearing on the proposed Amendments for the merger of the Santa Ana Redevelopment Project Areas be scheduled for September 7, 2004, at 6:00 p.m.
