Resolution to Establish Joint <br />Public Hearing Date for Proposed <br />Plan Amendments for the Merger of <br />The Santa Ana Redevelopment Project <br />Areas and Adopt the Report to the <br />City Council <br />July 19, 2004 <br />Page 3 <br />DISCUSSION <br />The Community Redevelopment Agency of the City of Santa Ana currently <br />has six redevelopment project areas: Central City, Inter City Commuter <br />Station, North Harbor, South Harbor, South Main and Bristol Corridor <br />Redevelopment Projects (Redevelopment Projects or Project Areas) . Each <br />of the Project Areas has a separate Redevelopment Plan, which governs <br />redevelopment of the Project Areas and the allocation of tax increment <br />received from the Project Area. Existing Community Redevelopment Law <br />(CRL) provides for a redevelopment agency to merge the project areas in <br />order to combine the tax increment revenues from all the project areas <br />and allocate the revenue among the entire merged project area. This <br />will facilitate the implementation of redevelopment within the merged <br />project area by revitalizing blighted areas through increased economic <br />vitality and increased and improved housing opportunities. <br />The proposed plan amendments (Amendments) are considered technical <br />amendments that will not add territory to the Project Areas, increase <br />the tax increment limit, affect the respective Redevelopment Plan <br />termination dates or result in a single merged redevelopment plan. The <br />merger only allows the Agency to combine and allocate tax increment <br />revenues among the Project Areas. <br />As part of the process to amend the redevelopment plans, the CRL <br />provides that the City Council and Community Redevelopment Agency hold a <br />joint public hearing to receive testimony on the Amendments. <br />Additionally, CRL requires that a notice of the joint public hearing be <br />published in a newspaper of general circulation for four successive <br />weeks prior to the hearing and be mailed at least 30 days prior to the <br />hearing to all property owners and occupants within the Project Areas <br />via first class mail. Affected taxing agencies are notified separately <br />by certified mail. <br />It is proposed that the joint public hearing on the proposed Amendments <br />for the merger of the Santa Ana Redevelopment Project Areas be scheduled <br />for September 7, 2004, at 6:00 p.m. <br />
