One of the provisions of this <br />legislation was that redevelopment agencies are required to adopt a five - <br />year implementation plan for each subsequent five -year period. <br />In the development of this plan, a comprehensive survey of the City's <br />needs was distributed in three languages to more than 14,000 stakeholders <br />comprised of residents, social service providers, and businesses. The <br />survey was also made available on the City's website and was advertised <br />through public notices in three different languages. More than 1,200 <br />surveys were returned. <br />3.A. -1 <br />
