P.H. - Five Year <br />Implementation Plan <br />May 2, 2005 <br />Page 2 <br />Additionally, three community meetings were held where the public was <br />invited to provide input on the future needs. The public was given the <br />opportunity to provide input verbally, in writing, and to participate in <br />a board game exercise focusing on the future needs. These meetings were <br />advertised by means of the City's website, cable, a flyer distributed <br />through the Pennysaver, public notices published in three languages, and <br />the cover letter distributed with the survey. <br />The proposed Implementation Plan for 2005 -06 through 2009 -10 contains the <br />following components, which are required by the Community Redevelopment <br />Law: <br />• Specific goals and objectives for the merged project area. <br />• Specific programs, including potential projects, with estimated <br />expenditures over the five -year period. <br />• An explanation of how the Agency will implement the requirements to: <br />1. Increase, improve, and preserve low and moderate - income housing <br />with the Low and Moderate Income Housing Fund. <br />2. Meet inclusionary housing obligations. <br />3. Meet replacement housing obligations. <br />The Implementation Plan reflects that the merged project area is heavily <br />impacted with existing debt and obligations with little program money <br />available for the next several years. It also demonstrates that the <br />Agency has fulfilled its replacement and inclusionary housing <br />requirements. The goals and objectives for the merged project area <br />(including original plan goals and updated Strategy Plan and Specific <br />Plan goals) serve as the foundation for the Agency's redevelopment <br />efforts. Finally, the matrix linking programs to blight alleviation <br />demonstrates that all of the Agency's projects and programs will meet the <br />Agency's goals and objectives and assist in the removal of blight. <br />Adoption of the implementation plan does not constitute Agency approval <br />of any specific program, project or expenditure. The implementation plan <br />may also be amended, if needed, at any time during its five -year life <br />following a noticed public hearing. <br />Pursuant to Community Redevelopment Law, notice of the Public Hearing was <br />posted on April 1, 2005, in 24 public locations throughout the merged <br />project area.
