Relocation Plan for the OHDC 1501 North Ross Street Rehabilitation Project <br />The relocation process includes: household interviews; needs analyses; appropriate <br />replacement housing referrals; preparation and service of appropriate notices; file <br />documentation, eligibility determinations, processing of claims; moving coordination; and <br />other general services intended to assist displacees. <br />1. Temporary Displacees <br />Temporary displacees will be offered payment for all reasonable out -of- pocket <br />expenses incurred in connection with the temporary relocation including, but not <br />limited to, the cost of moving to and from the temporarily occupied unit, furniture <br />storage, utility connection charges, and any increase in housing costs, if any. <br />Additionally, temporary displacees will be provided a timely written Notice of Non - <br />Displacement containing an offer to lease and occupy a suitable, decent, safe and <br />sanitary dwelling in the same Project, under reasonable terms and conditions upon <br />completion of the Project. Such reasonable terms and conditions shall include a <br />term of at least one year at a monthly rent and estimated average monthly utility <br />costs that do not exceed the greater of: <br />(a) The tenant's monthly rent before displacement and estimated average <br />monthly utility costs; or <br />(b) The total tenant payment if the tenant is low- income or 30 percent of <br />gross income if the tenant is not low income. <br />In accordnce with HUD guidelines, "total tenant payment" is the highest of: <br />(1) 30% of a person's monthly adjusted income; <br />(2) 10% of the person's monthly gross income; or <br />(3) The designated allowance for rent and utility costs, if the person is <br />receiving welfare assistance from a public agency and part of such <br />assistance, adjusted in accordance with the person's actual housing <br />costs, is specifically designated by the public agency to meet the <br />person's rent and utility costs <br />Prepared by Overland, Pacific & Cutler, Inc.
