The proposed gate operation at Entry 1 is a 22 -foot wide security gate that will open from <br />one end and at Entry 2 is a 24 -foot side security gate that will open from one end. Both of <br />the gates will be open during the day and closed at night. There is another rolling gate <br />inside the parking garage that will separate the visitor parking and the residential parking. <br />Therefore, based on the entry design shown on the plans, the operational characteristics of <br />the gate mechanisms, and the setback of each gate from the adjacent public street we have <br />determined that the vehicle stacking area at the gated entries provides adequate storage <br />capacity that will allow vehicles to enter the site without interfering with the traffic flow on <br />the adjacent public street. <br />Parking <br />The proposed project will modify the existing 4 -story 664 space parking garage to provide <br />531 shared parking spaces (including 51 visitor parking spaces) and 28 private parking <br />spaces for a total of 559 parking spaces. In addition, a curb cutout will be provided along <br />Cabrillo Park Drive for on- street parallel parking. The cutout is approximately 95 feet long <br />and 8 feet wide. Based on the City requirement of 20 feet long parallel space and 5 feet of <br />buffer, a total of 4 vehicles can be accommodated at the cutout (see Figure 8). These <br />parking spaces will also provide short term parking close to the support service retail which <br />may be used by project visitors or by pass -by traffic. The design of the cutout is not expected <br />to impact the thru movement on Cabrillo Park Drive. Furthermore, the cutout ends <br />approximately 260 feet south of Driveway 1 and is not expected to impact the operation of <br />the driveway. <br />REQUIRED MITIGATION MEASURES AND/OR RECOMMENDATIONS <br />Based on the results of the Traffic Analysis there are no required mitigation measures <br />needed to support the project. It should be noted that the proposed first Street Apartments <br />project will continue to provide its fair share for the mitigations identified in the approved <br />First and Cabrillo Towers Project Traffic Impact Study dated March 2007 prepared by EIP <br />Associates. <br />CONCLUSIONS <br />This report presented the findings of a Traffic Analysis carried out for the proposed First <br />Street Apartments project, 254 residential apartment units and 2,424 square feet of <br />support service retail, which is located at the northeast corner of Cabrillo Park Drive and <br />East 1st Street in the City of Santa Ana's Metro East Mixed Use Overlay Zone. The design <br />characteristics of the existing access driveways proposed to serve the site were evaluated <br />based on projected entry and exit peak hour volumes. Based on this evaluation it is <br />concluded that the project access driveways have adequate carrying capacity for the <br />projected demand and pose no significant impact to the adjacent roadway system. It should <br />be noted that the proposed project will be develop 120 fewer residential dwelling units and <br />changing the 8,957 square feet of retail/commercial use into 2,424 square feet of support <br />service retail use. Therefore, the proposed project will reduce 67 AM peak hour trips and 77 <br />PM peak hour trips at the project access locations and to the adjacent roadway network. <br />12 <br />
