WORK STUDY SESSION <br />C. HARBOR MIXED USE CORRIDOR PLAN UPDATE <br />Principal Planner Sergio Klotz provided an update on the corridor plan project. He <br />noted that The Planning Center, the consultant for the project, was completing the <br />preparation of the environmental impact report. Mr. Klotz reviewed the project <br />timeline of activities to date. <br />Input from neighborhood community — topics included: aesthetics, crime, <br />transportation, land uses and parking impacts. Project objectives: housing and <br />mixed use development opportunities; economic utility and new opportunities for <br />business and residents; access to multi -modal transportation; a sense of place; and <br />community health and wellness. <br />Current efforts involve studying the widths of street sections along Harbor <br />Boulevard; zoning standards — uses and standards; providing housing along the <br />corridor; building placement, height; frontage types; building types, parking and open <br />space. <br />Next steps: release of draft specific plan and the draft environmental impact report. <br />Commission discussion ensued regarding the continuity with adjoining cities being <br />addressed, height limited to six stories and width of streets: beautification of street <br />and no impacts with flow of traffic as well as affordable housing. <br />PROCEDURAL RULES <br />PUBLIC HEARING <br />1. AMENDMENT APPLICATION NO. 2013 -03 <br />The City of Santa Ana is requesting approval of an amendment application in order <br />to rezone property located at 909 North Grand Avenue from Multi - Family Residential <br />(R3) to General Commercial (C2). <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: October 4, 2013 <br />PUBLICLY NOTICED: October 4, 2013 <br />RECOMMENDATION: <br />Planning Commission recommends that the City Council adopt an ordinance <br />approving Amendment Application No. 2013 -03. <br />Principal Planner Vince Fregoso presented the staff report and recommendation. <br />Commissioner Nalle disclosed he met with the auto dealership owner to discuss the <br />project. <br />The public hearing was opened. No public members spoke.
