November 14, 2013 <br />Mr. Jay Trevino <br />Executive Director <br />Planning & Building Agency <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, CA 92702 <br />Re: Fee Deferral Extension Request <br />Dear Mr. Trevino, <br />I am writing on behalf of the membership of the Building Industry Association of <br />Southern California, Orange County Chapter (BIA/OC) to formally request an <br />extension to the City of Santa Ana's Development Impact Fee (DIF) deferral <br />program). <br />The Building Industry Association of Southern California, Orange County Chapter <br />(BIA/OC) is a non-profit trade association of over 1,000 companies employing over <br />100,000 people affiliated with the home building industry. The Orange County <br />Chapter represents the largest member base within BIA Southern California. Our <br />mission is to champion housing as the foundation of vibrant and sustainable <br />communities. <br />Over 75 jurisdictions have deferred fees state-wide. Locally, 13 public agencies <br />have adopted fee deferral programs. These jurisdictions have sustained these <br />efforts to foster housing and job creation. While our industry and the economy <br />continue to recover, annual production of housing remains well below historical <br />norms. Fee deferral programs are one of many policy tools to stimulate housing <br />production and economic vitality of our communities. <br />Our members are grateful for the City of Santa Ana's consideration to extend the <br />fee deferral program.
