approval of a violation of the provisions of this code or other <br />ordinances of the jurisdiction. <br />Exception: Certificates of occupancy are not required for <br />work exempt from permits under Section 105.2 <br />(2) No alteration to an existing building which changes the floor <br />area of the building or which changes the means of egress <br />from the building shall be made until the building official has <br />issued a certificate of occupancy therefor as provided herein. <br />(3) No change of occupant within a building or portion thereof <br />shall be made until the building official has issued a <br />certificate of occupancy therefor as provided herein. <br />EXCEPTION: Group R, Divisions 2 and 3, and Group U <br />Occupancies. <br />(4) No building or structure shall be connected with utility <br />services, nor shall a building or structure whose electrical <br />service has been disconnected be reconnected with <br />electrical service until an inspection has been made and the <br />building official has determined that the building does not <br />constitute an unsafe building. <br />SECTION 5: That section 8 -96 of the Santa Ana Municipal Code is hereby amended such <br />that it reads as follows: <br />Sec. 8 -96. Time Limitation of Application (Volume 1, Chapter 1, Division II, Section <br />105.3.2). <br />Section 105.3.2 is amended to read as a follows: <br />Sec. 105.3.2. Time limitation of application. An application for a permit for <br />any proposed work shall be deemed to have been abandoned 180 days <br />after the date of filing, unless the permit has been issued; except that the <br />Building Official may extend the time for action by the applicant for a <br />period not exceeding one hundred and eighty (180) days upon request by <br />the applicant showing that circumstances beyond the control of the <br />applicant have prevented action from being taken. No application shall be <br />extended more than once. In order to renew action on an application after <br />expiration, the applicant shall resubmit plans and pay a new plan review <br />fee. <br />SECTION 6: That section 8 -97 of the Santa Ana Municipal Code is hereby amended such <br />that it reads as follows: <br />Ordinance No. NS -2851 <br />Page 3 of 67 <br />
