REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 2, 2013 <br />TITLE: <br />CONTINGENCY INCREASE FOR <br />BROADWAY REHABILITATION FROM <br />ANAHURST PLACE TO FIRST STREET <br />(PROJECT NOS. 116736 & 116746) <br />( CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Increase the contingency for the Broadway Rehabilitation Project by $200,000 which will <br />increase the total construction contract with All American Asphalt, Inc., to $2,967,682. <br />Approve an Appropriation Adjustment recognizing $200,000 in interest earned in the <br />Proposition 1B Fund revenue account and appropriating the same into the Proposition 1B <br />Fund expenditure account <br />DISCUSSION <br />The recommended actions will allow the City to close out and release retention payments to the <br />construction contractor for the Broadway Rehabilitation from Anahurst Place to First Street <br />(Broadway Rehabilitation) Project. This project consisted of reconstructing the pavement, <br />replacing curb and gutter, and repairing sidewalks and curb ramps. <br />At the November 6, 2006, election, California voters passed Prop 1B to allow the state to sell <br />$19.9 billion in general obligation bonds for a variety of transportation priorities for cities and counties, <br />to fund the maintenance and improvement of local transportation facilities. The share of the fund that <br />the City is allocated is determined by the State Controller's Office. Interest has been earned since the <br />inception of the funds, but that amount has not been recognized in prior year Capital Improvement <br />Programs. The recommended appropriation adjustment will recognize the funds in Fiscal Year <br />2013/2014 and appropriate them for use in the construction of Broadway Rehabilitation Project <br />(Project No. 116746). <br />On July 16, 2012, the City Council awarded a contract to All American Asphalt, Inc., in the <br />amount of $2,443,348. The funding analysis included a 10 percent construction contingency in <br />the amount of $244,334, for a maximum total authorized construction contract expenditure limit <br />of $2,687,682. <br />23A -1 <br />
