Approve an appropriation adjustment recognizing 2013 Edward Byrne Memorial Justice <br />Assistance Grant funding in the amount of $93,501 into the Byrne Justice Assistance revenue <br />account (no. 12814002 - 52001) and appropriate same to expenditure account (no. 12814409 - <br />various). <br />2. Authorize the City Manager and the Clerk of the Council to execute an agreement with the <br />County of Orange, Sheriff's Department to provide 2013 Edward Byrne Memorial Justice <br />Assistance Grant Program funds in the amount of $93,501, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The 2013 Edward Byrne Memorial Justice Assistance Grant (JAG) program provides federal <br />criminal justice funding to state and local jurisdictions. It is a formula grant that blends the <br />previous Byrne Formula and Local Law Enforcement Block Grant (LLEBG) programs. JAG <br />requires a single unit of county government to function as the applicant/fiscal agent to apply for, <br />receive, and administer the funds on behalf of the entire county. A memorandum of <br />understanding designated the County of Orange, Sheriff - Coroner Department as the lead agency <br />for this program. <br />For FY 2013, $115,433 has been allocated for Santa Ana. JAG allows the fiscal agent for each <br />county to use a portion of the award for costs associated with administering the funds. The <br />Orange County Sheriff - Coroner Department will retain $10,389 (9.0 percent) for administrative <br />fees. JAG also allows the lead agency to retain 10 percent of the total funding, or $11,543, to <br />support the Orange County Pro - Active Methamphetamine Laboratory Investigative Team. The <br />Police Department concurs with this use of funds, as the ProAct Team's work benefits Santa <br />Ana. The remainder of the funds in the amount of $93,501 will be utilized by the Police <br />Department for overtime and to support gang suppression and /or prevention programs. <br />20D -1 <br />
