TRAINING SESSION <br />1. THE SECRETARY OF THE INTERIOR STANDARDS FOR THE TREATMENT OF <br />HISTORIC PROPERTIES <br />Associate Planner Hally Soboleske introduced Leslie Heumann, city consultant, and Paul <br />Cook -Giles former Historic Resources Commission Chairman and historic property owner <br />who presided over a discussion of the Secretary of the Interior Standards. <br />Consultant Heumann reviewed the four applicable treatments of historical properties: <br />preservation, rehabilitation, restoration, and reconstruction of properties. Preservation <br />planning is a process that organizes preservation activities (identification, evaluation, <br />registration and treatment of historic properties) in a logical sequence. <br />Ms. Heumann stated that the nationwide standards for reviewing historical properties are <br />called the Secretary of the Interior Standards. The ten Rehabilitation Standards were <br />discussed: (1) Appropriate Use, (2) Retain Historic Character, (3) Refrain from False <br />Historicism, (4) Retain Significant Alterations, (5) Preserve Character - Defining Features, <br />(6) Repair First, Then Replace In -Kind, (7) Use Gentlest Treatment Possible, (8) Protect <br />Archaeological Features, (9) New Construction Should Respect the Old, and (10) New <br />Construction Should Be Reversible. <br />5:45 p.m. Vice Chairman Mill recused himself from the meeting and appointed <br />Commissioner Christy Acting Chairperson. <br />Leslie Heumann announced the upcoming training in December that will discuss Chapter <br />30 of the Santa Ana Municipal Code (Ryan Hodge) and the decisions of the Planning staff <br />(Hally Soboleske). <br />Commissioner Christy requested information on designating the Fairhaven Cemetery as a <br />historic property. Principal Planner Klotz informed the Historic Commission that they cannot <br />discuss specific properties unless agendized as an item for discussion. <br />2. PUBLIC COMMENTS (items not on the agenda) <br />None <br />3. STAFF COMMENTS <br />Principal Planner Sergio Klotz announced the next training session to be held on <br />December 5, 2013. <br />4.
