Tentative Tract Map No. 2013 -06 <br />Street Naming No, 2013 -01 <br />November 25, 2013 <br />Page 6 <br />The design or improvements of the proposed development will not cause serious public health <br />problems. The proposed project will comply with all applicable Title 24, California Building Code, <br />and all other applicable regulations intended to safeguard the public. As a residential use, there <br />will be no hazardous material, noxious fumes or vibrations generated by the use. <br />Approval of the tentative tract map for this project will not create conflicts with any easements <br />necessary for the public access through the subject property, as there are none identified on the <br />most current title report. <br />The subdivision proposed is consistent with the City's General Plan and zoning requirements as well <br />as other provisions of the State Subdivision Map Act. Conditions of approval are proposed to ensure <br />orderly development and operation of the site. <br />Street Naming <br />Pursuant to Sections 33 -5 through 33 -8 of the Santa Ana Municipal Code (SAMC), the Planning <br />Commission is the decision making body for the naming of public streets, subject to confirmation by <br />the City Council. Further, the policy guidelines in the SAMC pertaining to the naming of public <br />streets state that any street which is a continuation of, or approximately the continuation of, any <br />existing street should be given the same name as the already existing street. <br />The proposed public streets will both facilitate the proposed project as well as continue the existing <br />public right -of -way pattern. Maxine Street currently ends at the western side of the project site. One <br />of the new streets will connect the two ends of Maxine Street. The second street will create a new <br />cul -de -sac off of the newly connected Maxine Street. This street is recommended to be named <br />Crystal Lane as it is a continuation of the street pattern to the west. The new street name <br />designations will not affect any existing properties outside of the project site. Finally, this request has <br />been reviewed by both the Orange County Fire Authority and Santa Ana Police Department. Neither <br />of these agencies have a concern with the proposed naming as it will not have any adverse effect on <br />their ability to provide emergency response services. <br />Approval of the new street name will benefit the community by continuing the street naming and <br />pattern assisting in reducing confusion to the public. As a result, staff recommends approval of <br />Street Naming No. 2013 -01. <br />Public Notification <br />The project site is located within the boundaries of the West Grove Valley and Riverview West <br />Neighborhood Associations. Community outreach efforts were undertaken to obtain input from <br />residents in the area and presentations were made to the neighborhood associations.
