2013 -2014 Energy Efficiency Programs <br />Local Government Partnership Program <br />Program Implementation Plan <br />Target Audience <br />Al — Retrofit <br />The target audience is Government Facilities, which can include municipal administration <br />buildings as defined by NAICS 3 such as: <br />City Libraries <br />Fire Stations <br />County Medical Hospitals <br />County Correctional Facilities <br />Police Stations <br />Municipal Teen Centers <br />Municipal Recreation Centers <br />City/ County Museiuns <br />Municipal Animal Shelters <br />Public Works Department Facilities <br />Municipal Water Agencies <br />Municipal Transit Agencies <br />A2 — Retro- commissioning <br />Same as Al <br />A3- Integrating Demand Response <br />Same as Al <br />A4 — Technical Assistance <br />Technical assistance associated with government facility retrofits will be targeted at the <br />appropriate city staff including Department of Public Works, Energy Office, Department of <br />Building Inspection, Department of the Environment, etc. While each partnership might vary <br />slightly, the key target audience will be energy managers. <br />A5 — On -Bill Financing <br />SoCalGas offers zero percent financing to eligible customers with up to $250,000 per meter for <br />taxpayer - funded institutional customers (e.g., cities, counties, other public agencies, etc.) and <br />$100,000 per meter for non - institutional customers. <br />Implementation <br />Al — Retrofit <br />The LGPs will offer a comprehensive portfolio of energy efficiency programs that target deep <br />retrofits in municipal facilities. Partnerships will seek opportunities for comprehensive energy <br />efficiency retrofits in municipal facilities to achieve deep retrofits by bundeling a combination <br />projects such as HVAC, hot water heating, lighting, vending machines, and computer networks. <br />By partnering with local governments, Partnerships are well positioned to promote energy <br />efficiency in their communities. Retrofit program offerings will include energy audits, <br />calculated and prescriptive rebates, and direct installation of a comprehensive portfolio of <br />measures.
