REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />16, 2013 <br />TITLE: <br />AGREEMENT FOR FEDERAL <br />GOVERNMENT LIAISON SERVICES <br />WITH HOLLAND & KNIGHT OF <br />WASHINGTON, D.C. <br />CITY MANAQeR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute a professional services <br />agreement with Holland and Knight for federal government liaison services, commencing <br />December 17, 2013 for a one -year term with the option of extending the term for two one -year <br />terms, upon written approval by the City Manager, based on the terms set forth in the attached <br />draft agreement and in an annual amount not to exceed $84,000. Staff also requests <br />authorization for the City Manager and the City Attorney to finalize the agreement and make non - <br />substantive changes prior to its final execution. <br />DISCUSSION <br />Cities throughout California engage federal government liaisons to represent their municipal <br />policy perspectives in legislative matters in Washington D.C. This service typically includes <br />the review and monitoring of federal executive proposals and legislation, as well as administrative <br />rules and regulations that may affect the City. Federal government liaison services are also <br />essential in identifying funding opportunities and grant applications and other special programs <br />for which the City may qualify. In the past year, the City has benefited from these services as <br />we secured congressional support on grant applications submitted to the U.S. Department of <br />Labor for a Workforce Innovation Grant and a H1- B Bridge to Engineering Grant; the latter <br />was awarded $5 million over five years. <br />In September 2012 the City Council directed staff to prepare a Request for. Proposals (RFP) for <br />federal government liaison services. Staff prepared the RFP and conducted a selection process, <br />explained in greater detail below. Based on the selection process, staff recommended the <br />selection of Holland and Knight at the Council meeting of April 1, 2013. The Council continued <br />the item for 30 days. <br />At the Council meeting of May 6, 2013 the Council continued the item for 60 days. <br />On June 10, 2013, staff presented the item to the Legislative Council Committee. The <br />Committee made three recommendations to the City Council on July 1, 2013 based on the <br />anticipated transition to a new City Manager and questions about the RFP process.
