PUBLIC COMMENT <br />• Steve Rocco, commented on various issues and provided written personal <br />declaration on remarks. <br />• Tom Lutz, thanked the City Council for postponing decision on Addendum of <br />Environment Impact Report for Bristol Street widening project (Agenda Item 55B); <br />Washington Square Neighborhood Association establishing ad hoc committee to <br />address sound wall issue for resident on Louise Street; concerned with Santa Ana <br />college purchase of land on 17th and Bristol Street - prime location and great entry <br />way to the City; Neighborhood Association will have proposal by end of January and <br />urge City Council to continue consideration of matter until then. <br />• Samuel Romero, wished all a Merry Christmas; commented on possible change to <br />election law to require a primary election, opined that best way is have <br />representative by Ward - better representation and accountability. <br />• Art Guevara, spoke in support of art efforts throughout the City including the <br />proposed mural. <br />• Peter Katz, spoke in support of Agenda Item 50A; proposed establishment of a <br />voluntary fee on water bills to be used for arts and culture projects. <br />• Irma Macias, representing Pico - Lowell Neighborhood Association thanked City <br />Manager, Police Chief, Mayor and Councilmember Reyna for Walk and Talk event <br />last month; request task force to address the issues raised at the meeting. <br />• Victor Payan, spoke in support of Agenda Item 50A; advocated for film to be <br />included in discipline to be considered for commissioner; Chapman University has <br />digital artist and other institutions that will help with economic development including <br />arts roster for resources; need to identify historical locations. <br />• Alicia Rojas, has advocated for arts commission for two years ago; thanked Parks, <br />Recreation and Community Services Director for leadership and inclusionary efforts; <br />proposed advisory committee to complement commission such as community <br />members and gallery owners; neighborhood mural on 5th and Broadway will have <br />unveiling on Saturday, December 7th. <br />• Jeannie Gillett, president of Old Orchard Conservancy, noted that they established <br />to preserver orchard; opined that Environmental Impact Report process ignored by <br />Planning Commission; home listed on historic registry; current owners have applied <br />for permit to build tract homes not preservation of heritage; urged the City Council to <br />preserve lot. <br />• Nick Spain, requested City Council to direct staff to include the Old Orchard <br />Conservancy Plan for consideration; proposed to maintain 50% of orchard for <br />preservation purposes; Plan consistent with State Law and that of City of <br />Mendocino's Plan. <br />• Matthew Holbrook, legal counsel representing the Old Orchard Conservancy; <br />commented on case law; CEQA allows agricultural conservation as part of mitigation <br />plan. <br />• Patrick Mitchell, commented on need for local agriculture /farms; need for mitigation <br />offers that will lose 5 acres of land, heritage landscape need to be preserved. <br />• Ryan Bensley, Vice President of Old Orchard Conservancy, need to evaluate <br />preservation of half of the Sexlinger orchard as historical resource; opined that <br />Environmental Impact Report costs may be reduced by requesting staff to review <br />CITY COUNCIL MINUTES 5 DECEMBER 2, 2013 <br />1 0A -5 <br />
