Approve a second substantial amendment to the 2013 -14 Annual <br />Action Plan approving a new program activity using Community <br />Development Block Grant funds and HOME Investment <br />Partnerships Program funds, and authorizing its submittal to the <br />U.S. Department of Housing and Urban Development. <br />2. Adopt the Homebuyer Down Payment Assistance Loan Program <br />and allocate $280,000 of HOME Investment Partnerships Program <br />funds and $120,000 of Community Development Block Grant <br />(CDBG) funds for program funding. <br />LAND USE MATTERS <br />CONDITIONAL USE PERMITIVARIANCES <br />31 A.
