REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 7, 2014 <br />TITLE: <br />CONFIRM THE ARTISTS SELECTED BY <br />THE UTILITY CABINET PILOT ART <br />PROGRAM SELECTION COMMITTEE <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />F-IT510T40cri, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to <br />execute agreements with the artists recommended by the Utility Cabinet Pilot Art Program <br />Selection Committee to paint seven utility cabinets in the downtown, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />At the July 15, 2013 meeting, members of the City Council expressed interest in exploring <br />opportunities for public art specifically, art on utility cabinets. To further study this issue the <br />Mayor established a Public Art Ad -Hoc Committee consisting of Councilman Benavides, <br />Councilman Reyna and himself to review opportunities for public art in Santa Ana. <br />After several meetings with staff regarding best practices for implementing a pilot program, a call <br />for artists was released on October 16, 2013 and funding for this program was approved by the <br />City Council the November 4, 2013 meeting. <br />The artists' deadline for submitting was November 6, 2013. The project received broad interest <br />in the community and resulted in over 130 submissions from 66 artists. The selection committee, <br />which included representatives from both the arts and business community reviewed the <br />submissions and met on December 5, 2013 to discuss their selections and recommend the <br />artists /renderings that would paint the first seven utility cabinet art projects in the downtown. <br />Each of the recommended artists meets the criteria of living, working or studying in Santa Ana <br />and was selected based on their artistic excellence and work experience (Exhibits 1 -7).
