REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 7, 2014 <br />TITLE: <br />REQUEST TO APPLY FOR NATIONAL <br />ENDOWMENT FOR THE ARTS, OUR TOWN <br />GRANT <br />!. <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />ET-J-TZTOW�111 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s` Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize staff to respond to the National Endowment for the Arts, Our Town grant to request <br />funding to study opportunities for Cultural Planning, Arts Engagement and Design in Santa Ana. <br />DISCUSSION <br />The National Endowment for the Arts (NEA) was established by Congress in 1965 as an <br />independent agency of the federal government. To date, the NEA has awarded more than $4 <br />billion to support art in communities nationwide. The Our Town grant will provide a limited number <br />of grants, ranging from $25,000 to $200,000, for various placemaking projects that contribute <br />toward the livability of communities with the arts at their core. Example projects consist of cultural <br />planning including the development of master plans or community -wide strategies for public art as <br />well as design projects that include art and arts infrastructure. <br />The City will play a key role in the application for this grant but will be partnering with the United <br />Artists of Santa Ana to assist with both the grant application preparation and ultimate <br />administration of the funding should the city be awarded a grant. This public private partnership is <br />required for all Our Town applications and is recommended to be a partnership between a local <br />government entity and non - profit artist organization. <br />The pursuit of this grant continues to show the City's support for the arts community. The Our <br />Town grant and subsequent projects and programs will result in measurable community benefits, <br />such as growth in overall levels of social and civic engagement; arts- or design- focused changes in <br />policies and regulations and job growth /revenue increases in the community. <br />21A-1 <br />
