BUSINESS CALENDAR ITEMS <br />* Mayor Pulido abstained due to business interest; Councilmember Martinez abstained due to <br />proximity to residence and Mayor Pro Tern Tinajero abstained due to potential conflict of <br />interest due to campaign contribution; all left the dais during deliberation of matter. <br />Councilmember Benavides assumed the Chair. <br />PUBLIC HEARINGS <br />75A. PUBLIC HEARING — 2014 DOWNTOWN BUSINESS IMPROVEMENT <br />DISTRICT ASSESSMENT — Community Development Agency <br />Set for public hearing at the December 16, 2013 City Council meeting by a vote <br />of 5 -0 ( Pulido and Martinez abstained). <br />Legal Notice published in the Orange County Reporter on December 20, 2013 <br />and December 27, 2013. <br />Staff report presented by Interim Community Development Executive Director <br />Nancy Fong. <br />Councilmember Benavides opened the Public Hearing. Zeke Hernandez spoke <br />on the matter; encouraged the two downtown organizations to be more effective <br />in their programming. There were no additional speakers and the Hearing <br />closed. <br />Councilmember Sarmiento noted that only expenses allowed by the <br />associations are capital improvements and promotions; Clean and Safe services <br />have a three year commitment. <br />Councilmember Benavides would split approximately $200,000 amongst the two <br />organizations; encouraged staff to have associations work together. <br />The Clerk of the Council did not receive any written protests. <br />MOTION: Adopt a resolution confirming the Assessment Report and <br />levying the assessment for 2014. <br />RESOLUTION NO. 2014 -001 - A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA LEVYING AN ASSESSMENT FOR THE <br />DOWNTOWN SANTA ANA BUSINESS IMPROVEMENT AREA FOR <br />CALENDAR YEAR 2014 <br />MOTION: Sarmiento SECOND: Amezcua <br />VOTE: AYES: Amezcua, Benavides, Reyna, Sarmiento (4) <br />CITY COUNCIL MINUTES 12 JANUARY 7, 2014 <br />1 0A -12 <br />
