CONSEQUENCES <br />1. Creation of severely impaired parcels <br />2. Multiple variances would be required for parcels rendered non - conforming <br />due to setback, size, or parking <br />3. Access to parcels would be severely limited <br />4. Partial acquisitions would reduce /eliminate corridor amenities included in the <br />Bristol Specific Plan (parkways /landscape buffers, building setbacks, etc.) <br />5. No impact analysis has been done for partial acquisitions <br />• Cause major delays to reevaluate <br />• Jeopardize grant funding <br />GOING FORWARD <br />Staff will continue to meet & discuss options with property owners <br />Elevate the concept to develop combined remnant parcels with business <br />owners — This may be pursued if reasonable & based on market conditions, <br />and this could result in businesses staying on Bristol <br />Council discussion and public participation ensued. <br />• Councilmember Benavides, requested visual of 116 feet vs.128 feet as <br />proposed by staff and impact to businesses; include eastside portion look at <br />options to try to retain businesses and have all takes clearly addressed; <br />• Councilmember Martinez, acquisition will require amendment of <br />Environmental Impact Report (EIR); staff to return to Council for further <br />discussion and consideration for full and partial takes. <br />• City Manager Cavazos will have staff review timeline, funding, and options <br />for Council to consider. <br />• Mayor Pulido, supports wall, addendum to EIR and funding; full or partial <br />takes will require Council policy; supports enhancements and protection of <br />neighborhood. <br />CITY COUNCIL MINUTES 16 JANUARY 7, 2014 <br />1 0A -16 <br />
