Glenwood Place to Warner Avenue - Widening is from the centerline, with property takes <br />from both sides. <br />Additional intersection improvements are also proposed to alleviate existing congestion <br />and delay problems throughout the project corridor. A third component of the project <br />involves the widening of the bridge which crosses Santiago Creek near the northerly <br />project limit. It is anticipated that the entire 3.9 -mile roadway project will be <br />constructed in a staged or phased manner. <br />A six-phase approach is envisioned as illustrated in Figure 3, and as described below: <br />Phase 1 - Santiago Creek Bridge Widening <br />Phase 2 - Warner Avenue to Edinger Avenue <br />Phase 3 - Edinger Avenue to McFadden Avenue <br />Phase 4 - McFadden Avenue to First Street <br />Phase 5 - First Street to Seventeenth Street <br />Phase b - Seventeenth Street to Memory Lane <br />A permit will be required from the United States Army Corps of Engineers for the <br />widening of the Santiago Creek Bridge, pursuant to Section 444 of the Federal Clean <br />Water Act. Precise street design plans will require the approvals of the City of Santa <br />Ana Redevelopment Agency and the City's Public Works Agency. If federal funding is <br />involved in the preparation of precise plans, right -of -way acquisition, and /or <br />construction, approval of the plans by the Federal Highway Administration and the State <br />of California Department of Transportation (Caltrans) will also be required. <br />The City of Santa Ana., through the Orange County Transportation Commission, has <br />applied and received preliminary approval for Federal Aid Urban (FAU) funding to <br />assist in the construction of the proposed street improvements. The City will also use <br />other funding sources, which include tax increment from the Redevelopment Plan, <br />Measure M (half -cent sales tax), Proposition I II funds, and area fees to-improve Bristol <br />Street. Certification of the adequacy of this Environmental impact <br />Statement /Environmental Impact Report (EIS /EIR) and the separate Draft Relocation <br />Impact Study is required from the City of Santa Ana, the California Department of <br />Transportation (Caltrans) and the Federal Highway Administration (FHWA). <br />Construction of the proposed improvements will be carried out under the direction of <br />the City of Santa Ana and will involve extensive coordination with local utility purveyors, <br />Caltrans and public service agencies to ensure that the final design and the construction <br />program properly reflect the findings and recommendations of this document and the on- <br />going needs of the affected utilities and agencies. <br />Four other major projects are proposed in the vicinity of the proposed project, which <br />may occur concurrently. They include: <br />A. Widening and improvement of the Santa Ana Freeway (I -5) and the Newport <br />Freeway (Route 55) interchange. (Caltrans is the Lead Agency.) <br />-111- <br />
