L. POPULATION <br />Conseauences <br />.y K <br />City of Santa Ana right -of -way acquisition policies require the purchase of <br />whole parcels where right -of -way needs would render the parcel non- <br />conforming due to reduced building setbacks, substandard lot size, substandard <br />parking, etc. The proposed project would, therefore, have the effect of <br />reducing the resident population within the project area, due to the <br />displacement of households on parcels that are acquired to facilitate the <br />widened roadway. The number of residents that would be displaced is as <br />follows: <br />163 displaced households x 3.3 persons per household = 538 <br />Federal criteria for property acquisition are different from the City's criteria. <br />Due to the City's policy to acquire properties which would be left with front <br />setbacks below standard zoning, requirements in their entirety, the federal <br />government participation is limited to that reuqired by federal criteria. <br />It is estimated, based on field observations, that the displaced population <br />would be divided between owners and renters in a ratio of approximately one <br />owner to two renters. A significant percentage of the displaces, perhaps 50 <br />percent, would be from very low to low- income households, most of which <br />would need financial assistance to relocate into adequate, comparable, decent, <br />safe and sanitary replacement housing. <br />Other street and highway improvement projects in the area are planned to <br />occur within the same time frame as the subject project. These projects and <br />their scheduling /displacement effects include: <br />a. Widening and Improvement of the Santa Ana Freewav (I -5) and <br />Newport Freeway !Route 55) Interchange - All right -of -way . is to be <br />acquired and all affected sites cleared by June of 1989. Displacements <br />would include 113 households that would require relocation in the <br />greater Santa Ana area. <br />b. Widening; and Improvement of I -5, between the I -5 /Route 55 and I- <br />5 /Route 22 Interchanges- All right -of -way is to be acquired and all <br />affected sites cleared by June of 1990. Displacements would include <br />178 households that would require relocation in the greater Santa Ana <br />area. <br />C. Widening and Improvement of Westminster Street. in the City of Santa <br />Ana - This project is currently in the planning stages, on approximately <br />IV -45 Via= <br />V�r <br />,Y <br />
