Evaluation of the operating conditions Bristol Street is experiencing under <br />existing traffic volumes was based upon theoretical capacity levels promulgated <br />in the Ora= Cou= General Plan - Master Plan of Arterial Highways <br />Comtanent. County of Orange, Environmental Management Agency, 1482. The <br />Orange County General Plan has established capacity levels that are associated <br />with various levels of service. These levels are "general rule of thumb" values <br />that are used in planning future road systems. For this reason, the capacity levels <br />given are conservative in nature. <br />Bristol Street varies from a four lane undivided road to a five lane undivided <br />road between Memory Lane and Warner Avenue. The Average Daily Traffic <br />volumes on all links of Bristol Street correspond to Levels of Service (LOS) of <br />"D" or "F' with a majority of the roadway being subject to LOS "F". Levels of <br />Service (LOS) are an expression of the operational characteristics of a location <br />in terms of congestion. They are expressed in terms of "A" through "F" with 'W' <br />being best and "F° being poor. Link volumes and their corresponding LOS are <br />summarized in Table 1. <br />Because of the limiting effect of intersection control, the performance of any road <br />network is as much a function of intersection capacity as it is a function of the <br />capacity of any street segment. For this reason, it is important to analyze <br />intersections throughout the system for potential impacts as well as the various <br />street segments. <br />Turning movement counts were taken ,at all the critical signalized intersections <br />on Bristol Street during bath the AM and PM peak hours (7 -9 AM and 4 -6 P.M.) <br />in 1986. The AM and PM peak hour volumes represent the highest hourly <br />volumes that can be expected on a roadway under normal operating conditions., .� <br />These turning movement counts were then used to perform Intersection Capacity <br />Utilization (ICU) calculations. The ICU method gives a numerical representation ,. <br />of intersection utilization based upon a ratio of traffic volume to lane capacity <br />(V/Q. These V/C ratias are then used in determining a Level of Service (LOS) <br />designation. <br />PW <br />I -6 <br />
