4. <br />Within the project area, only the public school recreational facllties <br />associated with the Santiago Elementary School site and the Jose <br />Andres Sepulveda School site were determined to qualify as Section <br />4(f) resources. Having determined this, the City decided that any <br />improvement alternative that requires any taking or other "constructive" <br />use of this site would not be considered, since there are prudent and <br />feasible avoidance alternatives. <br />The one -way couplet alternative with Flower Street was recommended <br />by a few local residents during the public meeting process. This <br />alternative was explored and withdrawn from consideration because of <br />several significant constraints related to right -of- -way impacts, <br />redirection of travel patterns through residential neighborhoods, and <br />disruption to efficient north/south travel between State Route 22 and <br />the I405 Freeway. <br />The purpose of widening Bristol Street is to accommodate increasing <br />traffic volumes on Bristol Street. Local City travelers use Bristol Street <br />to reach destinations which are located on Bristol Street. Regional <br />travelers use Bristol Street as a major arterial to connect them to the 22 <br />Freeway to the north and the 405 Freeway to the south, Flower Street <br />is not connected to the north or south freeway access points. A one - <br />way couplet would not provide adequate local and regional access to <br />accomplish north /south traffic circulation needs. <br />A one -way couplet would involve extensive environmental impacts to <br />schools, parks, public facilities and residences along Flower Street. <br />Flower Street has long blocks with few cross streets. A deficiency in <br />east/west cross streets would result in circuitous travel into residential <br />areas. Such travel would cause increased congestion on smaller streets <br />which are less able to accommodate burgeoning traffic flow. <br />Public surveys indicate that community residents agree that Bristol <br />Street needs improvement. The suggestion to construct a one -way <br />couplet rater than to widen Bristol Street has not been supported in <br />large numbers. In contrast. the North Central Santa Ana residents have <br />repeatedly expressed their desire to keep high volumes of traffic out of <br />their neighborhood. The decision to minimize traffic volumes on <br />Flower Street is consistent with the City's General Plan, the Master <br />Plan of Arterial Highways and City Council policy. <br />5.
