a2.0 PROJECT LOCATION AND DESCRIPTION <br />The Bristol Widening Project includes the widening and improve- <br />ment of a 4 mile portion of Bristol Street, between Warner Avenue <br />and Memory Lane, in the City of Santa Ana. The project will be <br />partially funded through the Federal Aid Urban (FAU) Program. <br />The project will require CEQA and NEPA clearances as well as <br />review by CalTrans for compliance with their Local Programs <br />Manual. Thus, City, State and Federal requirements must be met. <br />Figure 1 depicts the project location in its regional context. <br />Figures 2 and 3 illustrate the Area of Potential Environmental <br />Impact (APEI) with a dashed line. The APEI generally extends one <br />lot depth on either side of Bristol Street. The land uses abut- <br />ting Bristol Street in this area are shown in Figures 4 and 5. <br />Bristol Street presently exists as a 4 -lane or 5 -1ane divided <br />roadway within the project limits. Right -of -way acquisition and <br />roadway widening will be accomplished in conjunction with the <br />! proposed project. Three alternatives for right -of -way acquisi- <br />tion are under consideration. They include: (1) even acquisition <br />from both sides of the roadway, (2) acquisition only from the <br />east side of the roadway, and (3) acquisition only from the west <br />side of the roadway. Additional land acquisition will occur at <br />the intersections of Bristol Street with Memory Lane, Seventeenth <br />Street, Civic Center Drive, and First Street, to accommodate <br />exclusive right turn lanes. <br />The proposed cross - sections will provide a fully improved divided <br />major highway per City standards with: sidewalks, curbs and <br />gutters, six through lanes, and a raised landscaped median. <br />Additionally, there are planned modifications of traffic signals <br />and relocation of other improvements at existing intersections. <br />The proposed improvements will comply with the provisions of the <br />Circulation Element of the Santa Ana General Plan. <br />Along the entire length of the project a 102 -foot curb -to -curb <br />width is proposed within a 120 -foot right --of -way. Table 2 -1 <br />provides the existing and proposed roadway improvements, lane <br />geometrics, and rights -of -way along Bristol Street within the <br />APEI. <br />Table 2 -2 shows the anticipated changes in average route speeds <br />( i.e. running speeds as opposed to posted speed limits or spot <br />speeds) and vehicle miles travelled (VMT) along the 3.75 mile <br />roadway segment under study. As shown therein, future design <br />year (2006) running speeds without the project will be signifi- <br />cantly lower than current and future "build" running speeds <br />because of the increased traffic demands.
