There have been improvements in air quality despite the growth in <br />population, motor vehicles, and fuel consumption in the four - <br />county basin. Stage 3_ ozone episodes have been declining at a <br />rate of four per year since 1976, with an overall reduction of <br />33$ between 1976 and 1985. The improvements can be directly <br />attributed to the control measures required on both stationary <br />and mobile air pollutant sources. <br />One of the most important and significant control measures, an <br />annual vehicle inspection and maintenance program, was signed <br />into law on September 10, 1982. Of the 33 Transportation, Energy <br />and Land Use Control Measures implemented, the inspection and <br />maintenance program produced the largest cummulative reduction <br />for both THC and CO. This program decreased THC emissions per day <br />and was responsible for 86% of the total THC emission reductions. <br />CO emissions were decreased by 95.6 tons per day with this prog- <br />ram (76% of the reductions attributed to control measures).' <br />After the first year of vehicle, inspection, the CARS estimated <br />that a 17% reduction in total Cd and THC emissions was acheived <br />as a direct result of this program. Based upon the adoption of <br />an annual vehicle inspection and maintenance program, the EPA re- <br />moved constraints affecting federally funded transportation and <br />sewage treatment projects in California. <br />1.----------------- <br />Source:AirQuality Digest, July- August 1986; page 10. <br />3 -5 <br />
