REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 4, 2014 <br />TITLE: <br />AMEND COOPERATIVE AGREEMENTS <br />WITH OCTA FOR MACARTHUR <br />BOULEVARD, WARNER AVENUE, AND <br />TUSTIN AVENUE TRAFFIC SIGNAL <br />SYNCHRONIZATION PROJECTS <br />r � L; <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />nO•:• I• <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />9I1111:111101Ul.7 <br />Authorize the City Manager and Clerk of the Council to execute amendments to three cooperative <br />agreements with the Orange County Transportation Authority, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney, to implement MacArthur Boulevard, Warner <br />Avenue, and Tustin Avenue Traffic Signal Synchronization Projects. <br />DISCUSSION <br />Approval of this recommended action will allow the City to continue participation in three regional <br />traffic signal synchronization projects. The amendments remove Caltrans participation in the <br />regional projects, reduce the City's local match commitments to reflect actual project costs, and <br />extend the agreement term to June 30, 2016. <br />On December 19, 2011, Council approved execution of cooperative agreements with the Orange <br />County Transportation Authority (OCTA) and adjacent local agencies, including Caltrans, to <br />implement traffic signal synchronization on three corridors: MacArthur Boulevard, Warner Avenue, <br />and Tustin Avenue. Ultimately, the agreements were fully executed and they went into effect in <br />May of 2012. Caltrans participation was anticipated in all three corridors but did not materialize. <br />OCTA has, therefore, amended the cooperative agreements to remove Caltrans participation and <br />associated matching funding. OCTA also revised the local match commitments to reflect actual <br />project costs which were less than originally estimated, and extended the cooperative agreements <br />an additional 21 months to June 30, 2016. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25D -1 <br />
