REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 4, 2014 <br />TITLE: <br />AGREEMENT FOR PAVEMENT <br />MANAGEMENT CONSULTANT <br />SERVICES <br />-r <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />9-Z*J."T*WWK <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1° Reading <br />❑ Ordinance on 2" Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Bucknam <br />Infrastructure Group, Inc., subject to nonsubstantive changes approved by the City Manager and <br />City Attorney, to provide pavement management consultant services, in an amount not to exceed <br />$95,000. <br />DISCUSSION <br />Approval of this recommended action will allow the City to retain professional services for <br />updating the City's Pavement Management Program (PMP). The PMP is an essential tool in <br />determining the pavement condition, expected life, recommended improvements, and associated <br />costs. The program also enables the City to prioritize pavement rehabilitation projects where <br />they are most cost effective. An updated PMP is required for the City to remain eligible for <br />Measure M2 funding programs and to continue to receive a reduction in the required local match <br />for Measure M2 funded projects. <br />In December 2013, the Public Works Agency posted a Request for Proposals on the City's <br />website. A total of eight firms submitted proposals and four were deemed responsive. These <br />proposals were evaluated by a review committee from the Public Works Agency and rated based <br />on qualifications, staffing and project organization, and project understanding and work plan. The <br />following is an average of the final scores: <br />FIRM <br />RATING <br />FEE <br />1. Bucknam Infrastructure Group, Inc. 91 $82,189 <br />2. Harris & Associates 82 $189,030 <br />3. Omnis, Inc. 79 $85,400 <br />4. Nichols Consulting Engineers, CHTD. 77 $185,050 <br />Based on its rating and schedule, staff recommends that the firm of Bucknam Infrastructure <br />Group, Inc., be retained for the required consultant services in the not -to- exceed amount of <br />$95,000, which includes a 15 percent contingency. <br />25G -1 <br />
