REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 4, 2014 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2013 -50 <br />TO ALLOW A TYPE 41 ALCOHOLIC <br />BEVERAGE CONTROL LICENSE AND <br />CONDITIONAL USE PERMIT NO. 2013-51 <br />TO ALLOW AFTER -HOURS OPERATION AT <br />THE BARREL ROOM RESTAURANT <br />LOCATED AT 324 WEST FOURTH STREET, <br />SUITE A - JL CASTRO ENTERPRISES, LLC <br />1911 CA <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2013 -50 as conditioned <br />and Conditional Use Permit No. 2013 -51 as conditioned. <br />PLANNING COMMISSION ACTION <br />On January 13, 2014, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2013 -50 as conditioned to allow a Type 41 Alcoholic Beverage Control license in <br />order to sell beer and wine for on- premise consumption and Conditional Use Permit No. 2013 -51 <br />for after -hours operation by a vote of 6:0 (Alderete absent) at the Barrel Room restaurant located <br />at 324 West Fourth Street, Unit A in the Transit Zone - Downtown (SD -84) zoning district (Exhibit <br />A). The Planning Commission modified condition numbers 21, 25 and 26 related to cash control <br />security, the retail sale of alcohol, and the sale of alcohol in pre - packaged multi -unit quantities. <br />DISCUSSION <br />The Barrel Room will be a full - service, sit -down restaurant that will feature an indoor dining area, <br />as well as a large outdoor patio. The restaurant will be located on the first floor of an existing <br />building at 324 West Fourth Street, Suite A and will occupy a space that is currently vacant. The <br />approval of these CUPS would allow for the sale and service of beer and wine in conjunction with <br />food sales and extension of the hours of operation until 2:00 a.m. <br />31 C -1 <br />
