REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 4, 2014 <br />TITLE: <br />RESOLUTION ADOPTING AN ADDENDUM <br />TO THE FINAL ENVIRONMENTAL IMPACT <br />STATEMENT /ENVIRONMENTAL IMPACT <br />REPORT FOR THE BRISTOL STREET <br />WIDENING PROJECT <br />77 1 <br />CITY ANA ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution approving an Addendum to the Final Environmental Impact <br />Statement/Environmental Impact Report pertaining to the Bristol Street Widening between <br />Washington Avenue and 17th Street. <br />DISCUSSION <br />Adoption of this resolution (Exhibit 1) will allow the City to build a visibility wall to protect <br />residences east of the project and also allow adjustments to the traffic pattern design at the <br />Bristol /17th intersection. The proposed Addendum does not determine nor settle the right -of -way <br />acquisition options on Bristol Street. Those right -of -way decisions will progress independent of <br />the Addendum. <br />Bristol Street is a major north -south transportation facility designated as a major arterial highway <br />in the City's Circulation Element of the General Plan. Widening of the 3.9 -mile Bristol Street <br />segment from Warner Avenue to Memory Lane has been a long -term priority project that will be <br />constructed in several phases. Improvements include widening the street from two to three <br />lanes in each direction, raised landscape medians, and bike lanes. <br />In 1990, the City Council approved the project improvements proposed in the Bristol Street Final <br />Environmental Impact Statement/Environmental Impact Report (FEIS /EIR), EIS No. 89 -01 <br />(Exhibit 4). Since then, several minor design modifications to Phase 3B, which is the segment <br />between Washington Avenue and 17th Street (Exhibit 3), have been identified, including climate <br />change issues relative to the project. The California Environmental Quality Act (CEQA) requires <br />Council approval in the form of an Addendum to the FEIS /EIR (Exhibit 2) prior to implementing <br />any changes and continuing with the project. These design modifications include: <br />• Conversion from a dedicated to a shared eastbound right -turn lane at the Bristol /17th <br />intersection. <br />• Installation of a high block wall along the east side of the project to mitigate aesthetic <br />impacts to residential properties between Washington Avenue and 17th Street. <br />55A -1 <br />
