Introduction <br />1.3.1 Consistency with other General Plan Elements <br />The State law requires that a General Plan be internally consistent. Goals, policies, and implementation <br />measures in the General Plan Elements must support and be consistent with one another. Therefore, the City <br />of Santa Ana's Housing Element builds on the other elements in its General Plan and is consistent with goals <br />and policies set forth therein. The 16 elements of the General Plan include: <br />■ Airport Environs Element ■ Land Use Element <br />■ Circulation Element ■ Noise Element <br />■ Conservation Element <br />■ Economic Development Element <br />■ Education Element <br />■ Energy Element <br />■ Growth Management Element <br />■ Housing Element <br />• Open Space, Parks and Recreation Element <br />• Public Facilities Element <br />• Public Safety Element <br />• Scenic Corridors Element <br />• Seismic Safety Element <br />• Urban Design Element <br />The City aims to maintain consistency between General Plan elements by ensuring that proposed changes in <br />one element would be reflected in other elements through amendments of the General Plan. The Housing <br />Element, in particular, is designed to serve as an overarching policy document that bridges specific <br />implementation plans with the goals and policies in the General Plan. The Housing Element provides a <br />guiding framework for housing City -wide, and detailed implementation tools for specific areas of the City. <br />1.3.2 Santa Ana Housing Element <br />The Housing Element must contain goals, policies, and programs to facilitate the development, improvement, <br />and preservation of housing. The following are the goals in the Housing Element, which provide a <br />foundation for the Housing Plan. <br />• Goal 1: Livable and complete neighborhoods of quality housing conditions, ample parks and community <br />services, well- maintained infrastructure, well- maintained infrastructure, and public facilities that inspire <br />neighborhood pride and ownership. <br />• Goal 2: A diversity of quality housing, affordability levels, and living experiences that accommodate Santa <br />Ana's residents and workforce of all household types, income levels, and age groups to foster an inclusive <br />community. <br />• Goal 3: Increased opportunities for low and moderate income individuals and families to find quality <br />housing opportunities and afford a greater choice of rental or homeownership opportunities. <br />■ Goal 4: Adequate rental and ownership housing opportunities and supportive services for seniors, people <br />with disabilities, families with children, and people needing emergency, transitional, or supportive <br />housing. <br />Deeem6er2013 <br />75A -31 <br />The Planning Center I DC&E • Page 9 <br />
