General Plan Amendment No. 2013 -01 <br />December 9, 2013 <br />Page 4 <br />Public Review <br />Following the public outreach, that included community workshops, housing element survey, health <br />and wellness stakeholder groups, and Study Sessions with Commissions, the City prepared the <br />preliminary Draft Housing Element (2014 - 2021). The Draft Housing Element was initially circulated <br />for public review on November 4, 2013, and submitted to the State Department of Housing and <br />Community Development (HCD) for their required review. The City has had preliminary <br />conversations with HCD, as well as received comments from other organizations, such as the <br />Kennedy Commission. Proposed refinements to the Draft Housing Element are included in the <br />Addendum (Exhibit 3), and will be forwarded to HCD. The Addendum also includes minor revisions to <br />the Draft Public Safety Element and Initial Study /Negative Declaration related to airport safety. Staff <br />will be working closely with HCD to address refinements to the Draft Housing Element, with the <br />expectation that the City will receive a letter from HCD in early January 2014 confirming the City's <br />Draft Housing Element is in compliance with State law. <br />All those parties expressing interest, including neighborhood and community leaders, have been <br />notified of the ongoing progress of the Draft Element and its availability for review; as well as <br />upcoming Planning Commission and City Council public hearing dates to consider the adoption of the <br />Draft Element. Additionally, all drafts, environmental documents and HCD comment letters were <br />posted on the City's web site. <br />Conclusion <br />The Draft Housing Element not only meets the requirements of State law, it further strengthens the <br />Housing Vision for Santa Ana. This vision includes programs to address an array of housing needs, <br />promote sustainable linkage between land use development and transportation, and further Santa <br />Ana's overall wellness and quality of life. As required by AB 162, the Public Safety Element is <br />proposed to be updated concurrently with the Housing Element to incorporate the most recent flood <br />hazard information. In addition, State law requires that a General Plan be internally consistent. The <br />proposed Housing Element and Public Safety Element Update are consistent with and support the <br />other goals, policies and programs in the remaining 14 Elements of Santa Ana's General Plan. <br />Based on the analysis above, it is recommended that the Planning Commission recommend that the <br />City Council adopt a resolution approving General Plan Amendment No. 2013 -01. <br />75A -6 <br />
