Housing Resources <br />This chapter provides an inventory, analysis, and assessment of the City's <br />resources to address its housing needs, including the City's share under the <br />regional housing needs assessment (RHNA). <br />OVERVIEW <br />2014 -2021 RHNA <br />The City's RHNA is 204 housing units for the 2014 -2021 planning period. <br />Within this housing goal, the City is required to plan for four income and <br />affordability goals: very low, low, moderate, and above moderate. The City's <br />RHNA by affordability level is 45 units of housing affordable to very low income <br />households, 32 units of housing affordable to low income households, 37 units of <br />housing affordable to moderate income households, and 90 units of housing <br />affordable to above moderate income households. <br />This appendix demonstrates how the City will achieve its 2014 -2021 RHNA <br />planning goals. Table C -1 breaks down the 2014 -2021 RHNA and the combined <br />RHNA based on the unmet need from the 2006 -2014 planning period (as <br />discussed below). An additional section is provided at the end of the chapter that <br />details financial resources available to fund the construction, preservation, and <br />rehabilitation of housing. <br />2006 -2014 RHNA <br />In accordance with state law, this housing element also addresses the RHNA that <br />was not accommodated through rezoning in the previous planning period <br />(January 1, 2006, to June 30, 2014). Of the original 2006 -2014 RHNA of 3,393 <br />units, the Housing Element identified the potential to accommodate 2,406 units <br />through construction, approval, and vacant or underutilized land adequately <br />zoned for housing. The City had a remaining RHNA balance of 987 lower <br />income units, which were to be accommodated through rezoning of vacant or <br />underutilized land (see Table C -2). The City did not need to rezone any land to <br />accommodate moderate or above moderate income RHNA. <br />After the Housing Element's adoption in 2009, 291 affordable units were <br />constructed or approved that were not identified in the Housing Element. <br />Additionally, the City adopted the Transit Zoning Code in 2010, which provided <br />the necessary zoning and density levels to accommodate up to 494 lower income <br />CITY OF SANTA ANA GENERAL PLAN HOUSING ELEMENT C -1 <br />
