A statement of community goals, qualified objectives, and policies <br />relative to the maintenance, preservation, improvement and <br />development of housing; and <br />• A program which sets forth a schedule of actions that the city will <br />undertake to implement the plan's goals and policies. <br />E. The Draft Housing Element was initially circulated for public review on <br />November 4, 2013, and submitted to the State Department of Housing and <br />Community Development (HCD) for their required review. The City has <br />had preliminary conversations with HCD, as well as received comments <br />from other organizations, such as the Kennedy Commission. Revisions <br />have been made to the Draft Housing Element by City staff based on <br />these comments. Staff worked closely with HCD to address refinements <br />to the Draft Housing Element, and the City will be receiving a letter from <br />HCD confirming the City's Draft Housing Element is in compliance with <br />State law. <br />F. On December 9, 2013, the Planning Commission held a duly noticed <br />public hearing and voted to recommend that the City Council adopt a <br />resolution approving General Plan Amendment No. 2013 -01. <br />G. On February 4, 2014, the City Council of the City of Santa Ana held a duly <br />noticed public hearing and at that time considered all testimony, written <br />and oral. <br />H. All statements and findings contained in the Housing Element and the <br />Public Safety Element are incorporated herein by this reference as though <br />fully set forth. <br />Section 2. The City Council has reviewed and considered the information <br />contained in the initial study and the negative declaration for Environmental Review No. <br />2013 -98 prepared with respect to this Housing Element and Public Safety Element. The <br />City Council has, as a result of its consideration, and the evidence presented at the <br />hearings on this matter, determined that, as required pursuant to the California <br />Environmental Quality Act ( "CEQA ") and the State CEQA Guidelines, a Negative <br />Declaration adequately addresses the expected environmental impacts of the Housing <br />Element and Public Safety Element. On the basis of this review, the City Council finds <br />that there is no evidence from which it can be fairly argued that the project will have a <br />significant adverse effect on the environment. The City Council hereby certifies and <br />approves the negative declaration and directs that the Notice of Determination be <br />prepared and filed with the County Clerk of the County of Orange in the manner <br />required by law. <br />Pursuant to Title XIV, California Code of Regulations ( "CCR ") § 735.5(c)(1), the City <br />Council has further determined that, after considering the record as a whole, there is no <br />Resolution No. 2014 -006 <br />Page 2 of 4 <br />
