�. •. <br />L0161111111 ilk _• •► <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 18, 2014 <br />TITLE: <br />LETTER OF AGREEMENT WITH COUNTY <br />OF ORANGE RELATED TO THE NEXT <br />GENERATION 800 MHZ COUNTYWIDE <br />COORDINATED COMMUNICATIONS <br />SYSTEM <br />�Y <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />_••:• <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151Reading <br />❑ Ordinance on 2n'Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />HI115CIEWN11 0 <br />Authorize the City Manager to sign the attached letter committing the City to participate in the first <br />phase of the new 800 MHz project and direct staff to identify funding in the FY 14 -15 budget in <br />the amount of $143,399 for the replacement of backbone radio equipment associated with the <br />Countywide Coordinated Communications System. <br />DISCUSSION <br />In 2001 final implementation was completed on an 800 MHz Countywide Coordinated <br />Communications System to replace an antiquated UHF radio system for law enforcement, fire <br />services, and public works. In 2009 the 800 MHz Countywide Coordinated Communications <br />System (CCCS) Governance Committee directed Orange County Sheriff's Departments <br />Communications to assess the future of the 800 MHz next generation system. It was <br />determined that cost would prevent a complete system replacement and that an upgrade to the <br />current system was more appropriate. A four phase migration plan was suggested, and the plan <br />allowed for funding requirements to be spread out over many years, an expense shared by the <br />CCCS partnership. <br />Phase 1 addressed replacing critical obsolete backbone equipment. Completion of Phase 1 set <br />direction for further improvements based on partnership interest, operational needs, technical <br />requirements, and funding. Phases 2 through 4 include backbone equipment upgrades, which <br />will be a shared expense between all cities /agencies. The upgrade will include the <br />implementation of a P25 system, which is the FEMA and Department of Homeland Security <br />recommended technology. <br />The City of Santa Ana owns 1,040 radios used by multiple agencies, including the Police <br />Department, Public Works, Planning and Building and Parks and Recreation. The purpose of the <br />proposed letter of agreement is to ensure that all participating cities /agencies understand and <br />concur with the plan to extend the life of the current Public Safety radio system and the need to <br />begin collecting the funds to move forward. Santa Ana's commitment of funds to complete the <br />first portion of the work will begin in FY 2014 -15. The total four year cost of the backbone <br />equipment upgrades is included below. <br />25B -1 <br />
