f <br />i <br />M <br />M <br />S <br />M <br />d1 <br />R <br />M <br />19 <br />i! <br />Exhibit A <br />Project Mission Statement <br />Utilize the Hydraulic Model to add value to the <br />City of Santa Ana's (City) water business by <br />offering insight and foresight into operational <br />and planning decisions. <br />Key Objectives <br />The key objectives of this water System Computer <br />Modeling Project (Project) include: <br />1. Building an accurate, operational hydraulic <br />model which the City can use to confidently plan <br />and operate Its water system. <br />2. Calibrating the model to consistently achieve <br />regulatory compliance, assure pipeline capacity <br />for consistent, acceptable customer service, and <br />optimize operations to reduce wear on facilities <br />and operational spending. <br />3, Analyzing (Value Add) the water system model <br />by applying planning and operational criteria. <br />Results of these analyses will be directly <br />applicable to the City's Water Master Plan, and <br />provide insight into fire flow deficiencies, <br />locations of vulnerability, potential Hushing areas, <br />and system bottlenecks to reduce energy spend. <br />Build — Calibrate - Analyze — will be consistent <br />themes throughout this proposal, Our phased project <br />approach will continue to support this focus. <br />IDM proposes an approach to support and reinforce <br />this Project's Mission Statement and Key Objectives. <br />This section of our proposal will discuss the primary <br />drivers to support the Scope of work in the City's RFP. <br />I <br />1, Data Collection using a proven Data Request List <br />(DRL) and a review of system hydraulics to ensure <br />model convergence, and support calibration. <br />1 Planl establishes assumptions and methodology <br />for foundational elements of this Project. <br />3. Build a Robust Hydraulic Model, considering the <br />hydraulic sensitivity of the City's water system. <br />4, Plant & Calibrate establishes the process, <br />resources, and goals for model calibration & <br />calibrates to acceptable tolerances for Planning <br />and Operational applications. <br />5, Analyze the calibrated hydraulic model toensure <br />water system capacity and efficiency. <br />8.
