REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 18, 2014 <br />TITLE: <br />AGREEMENT WITH PROJECT <br />PARTNERS FOR TEMPORARY <br />ENGINEERING AND TECHNICAL <br />SUPPORT SERVICES <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />�\ a <br />FILE NUMBER <br />CITY ANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Project <br />Partners, subject to nonsubstantive changes approved by the City Manager and City Attorney, to <br />provide temporary engineering and technical support services, for a 15 -month period expiring on <br />June 30, 2015, in an amount not to exceed $300,000. <br />DISCUSSION <br />Approval of this recommended action will allow the City to enter into an agreement with Project <br />Partners to provide temporary staffing on an as- needed basis for various engineering, technical, <br />construction administration, accounting, and administrative duties in support of capital <br />improvement projects. The agreement will be for a 15 -month period for a total amount not to <br />exceed $300,000. If additional time is needed, the term of the agreement may be extended by <br />the City Manager's written authorization. <br />In the past, temporary staffing firms have supported the Public Works Agency with a wide range <br />of tasks such as design engineering, construction administration, and plan checking, as well as <br />grant funding reimbursement and other duties related to delivery of the Capital Improvement <br />Program (CIP). Temporary staff is needed to keep CIP projects on schedule to meet funding <br />deadlines and community expectations. The costs of these services are reimbursable by CIP <br />grants. <br />On December 9, 2013, the Public Works Agency released a Request for Proposals on the City's <br />website and notified qualified consulting firms. Four proposals were received and evaluated by a <br />review committee from the Public Works Agency. Each firm was rated according to its <br />organization, credentials, resumes, references, and rates to provide the required services. <br />Following is the list of the firms and their respective scores: <br />25G -1 <br />
