REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />FEBRUARY 18, 2014 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2013 -49 TO <br />ALLOW A TYPE 21 ALCOHOLIC BEVERAGE <br />CONTROL LICENSE FOR A SMART & FINAL <br />EXTRA STORE TO BE LOCATED AT 1308 WEST <br />EDINGER AVENUE - JOHN LE, APPLICANT <br />CITY MA GER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For— <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2013 -49 as conditioned. <br />PLANNING COMMISSION ACTION <br />On January 27, 2014, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2013 -49 as conditioned and authorized the issuance of a Public Convenience and <br />Necessity (PCN) letter by a vote of 6:0 (Yrarrazaval absent) to allow a Type 21 Alcoholic <br />Beverage Control license in order to sell beer, wine and distilled spirits for off - premise <br />consumption at a proposed Smart & Final Extra store located at 1308 West Edinger Avenue in <br />the Planned Shopping Center (C4) zoning district. The Planning Commission modified a <br />condition of approval to require enhanced landscaping along the east wall of the building (facing <br />Bristol Street) as a deterrent to graffiti as outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />Smart & Final Extra will be a full - service supermarket that will serve the surrounding community. <br />The supermarket will be located within an integrated shopping center at 1308 West Edinger <br />Avenue and will serve as the anchor tenant for the center.
