EXPIRES <br />CLERK OF COUNCIL. <br />DATE: 10 āSāC3 <br />FIRST AMENDMENT TO AGREEMENT <br />A-2013-065-01 <br />THIS FIRST AMENDMENT TO AGREEMENT is entered into on September _, <br />2013, by and between Government Training Institute, an Idaho corporation ("Consultant") and <br />the City of Santa Ana, a charter city and municipal corporation organized and existing under the <br />Constitution and laws of the State of California ("City"). <br />RECITALS: <br />A. The parties entered into that certain Agreement # A-2013-065, dated May 6, 2013, <br />(hereinafter "said Agreement") by which Consultant has provided active shooter training <br />program services. <br />B. In accordance with the terms and conditions of said Agreement, the parties wish to amend the <br />Scope to allow the participants in the Train the Trainer courses to assist in the Immediate <br />Action Teams training. <br />WHEREFORE, in consideration of the covenants contained in said Agreement, and subject to all <br />5a the terms and conditions of said Agreement, except those amended in this First Amendment to <br />'ā' Agreement, the parties agree as follows: <br />CJ 1. Exhibit A "RFP-13-005, SCOPE OF SERVICES, shall be amended to provide that the Train <br />the Trainer students will assist fully certified instructors in presenting the three day <br />Immediate Action Team training and the refresher courses, as follows: <br />a. Three-day comprehensive active shooter training course is designed to train line level <br />public safety personnel on the tactics needed to respond to an event. There will be a <br />combination of lecture to review the tactics and exercises to demonstrate practical <br />applications of tactics. There will be up to 4 courses delivered, 30 students per class, <br />before December 31, 2013. At a nummum, the Proposer shall provide one instructor for <br />every 10 students. <br />b. One -day refresher course is a condensed version of the three-day training course. This is <br />aimed at refreshing the skills of public safety personnel who have taken the three-day <br />course in the past. There will be up to 27 courses delivered, 30 students per class, before <br />December 31, 2013, At a minim un, the Proposer shall provide one instractor for every <br />15 students in sessions assisted by Train the Trainer students. GTI's lead instructor will <br />present all refresher sessions which are assisted by Train the Trainer students. <br />c. The train -the -trainer course is aimed at building a strong cadre of local instructors who <br />can provide active shooter training at their local jurisdiction or work collaboratively with <br />other trainers to put on regional training for law enforcement personnel in Orange <br />Cormty, This course will be incorporated into the three-day training and one -day training <br />courses in order for trainers to get hands on experience in teaching the tactical model and <br />facilitate training from start to finish. This course will train up to 20 public safety <br />personnel before December 31, 2011 GTI will provide two sessions of Train the <br />Trainer, with 10 students participating in each session. Students will work directly with <br />GTI's lead instructor and get their train the trainer course of instruction as well as get <br />hands on training working as instructors on the delivery of the three day IAT and one day <br />Refresher course. The Train the Trainer students will then return to assist with the <br />delivery of training for the one day Refresher courses. With this modification, invoicing <br />
