REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 4, 2014 <br />TITLE: <br />AGREEMENT AMENDMENT WITH <br />WESTBOUND COMMUNICATIONS <br />FOR READY OC & "IF YOU SEE <br />SOMETHING, SAY SOMETHING®" <br />CAMPAIGNS <br />l <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />F-1 000 _ ra <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of Council to execute an agreement amendment with <br />Westbound Communications, Inc. to provide the Ready OC Emergency Preparedness Campaign <br />and the "If You See Something, Say Something®" Campaign, in the amount of $385,000, subject <br />to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security has developed the Urban Areas Security <br />Initiative (UASI) funding program. UASI provides funds to local emergency first responders to <br />enhance security and overall preparedness against acts of terrorism. The City of Santa Ana has <br />fiscal responsibility for the FY13 UASI grant for the Anaheim /Santa Ana Urban Area which <br />encompasses the 34 jurisdictions in Orange County. <br />With oversight by the Santa Ana Police Department Homeland Security Division, Westbound <br />Communications, Inc. will continue to expand and update the current ReadyOC website. <br />Westbound Communications will plan and execute several multi -media events, expand outreach <br />into social media venues, and continue to support the core advisory and business partnership <br />group. The goal of this agreement is to continue encouraging Orange County residents to <br />become prepared, aware, pro- active and involved in their personal and community safety plans. <br />Additionally, Westbound Communications will continue efforts to expand a parallel campaign <br />using the branding and consistent messaging of the State of New York Metropolitan Transit <br />Authority's "If You See Something, Say Something®" campaign. This will include enhancing the <br />breadth of resources on the micro -site, social media venues, public event outreach, and materials. <br />In addition, the scope of services will be amended to provide that the final determination of <br />services provided by Westbound may be adjusted in writing by mutual agreement and executed <br />by the City Manager or Chief of Police. This will provide the flexibility needed as priority <br />communication needs arise. <br />25B -1 <br />
