Iss2/13/2014 <br />RESOLUTION NO.2014 -XXX <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CALLING FOR WATER SUPPLY ALERT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The State of California continues to experience water shortages and now <br />faces what is projected to become the driest year on record; and <br />B. A state of emergency was declared by Governor Edmund G. Brown, Jr., <br />effective January 17, 2014, setting the stage for new state and federal efforts <br />to prepare for these drought conditions; and <br />C. The City of Santa Ana has two main sources of water supply: (1) groundwater <br />from the Orange County Groundwater Basin and (2) treated surface water <br />purchased from the Metropolitan Water District of Southern California; and <br />D. For more than 80 years, the primary responsibility and core function of the <br />Orange County Water District, in collaboration with the City of Santa Ana, is <br />to continuously plan, design, build and operate cost - effective water <br />infrastructure projects. This investment in water infrastructure is fundamental <br />to help the Orange County Groundwater Basin sustain drought conditions <br />such as the current one; and <br />E. The Metropolitan Water District Of Southern California has made significant <br />investment in storage, conservation and local supply development; managing <br />water demand; and preserving supplies which will enable it to meet demands <br />in 2014; and <br />F. The City of Santa Ana views water resource management to be a core matter <br />of stewardship of the environment in California; and <br />G. The City of Santa Ana has in place an enforceable Water Conservation <br />Ordinance with water conservation requirements that are permanent and <br />effective at all times.
