<br />Dear Mr. Fregoso:
<br />On behalf of California Preservation Foundation (CPF), I am writing to express our
<br />continued concern over the proposed Sexlinger Farmhouse and Orchard Residential
<br />Development Project. CPF is the only statewide nonprofit organization dedicated to the
<br />preservation of California's diverse cultural and architectural heritage. Established in
<br />1977, CPF works with its extensive network to provide statewide leadership, advocacy and
<br />education to ensure the protection of California's diverse cultural heritage and historic
<br />places.
<br />We are pleased that the original home and garage will be retained and restored as
<br />described in the Additional Analysis of the Historic Preservation Alternative. However, we
<br />do not agree with the conclusion that this Alternative will meet the Secretary of the
<br />Interior Standards for the Treatment of Historic Properties. The original 5 acre orchard
<br />was the major character defining feature of the property, yet only ten trees are proposed
<br />for retention in the Alternative. Ten trees are insufficient to convey the significance of this
<br />historic family citrus ranch, that was "once common and is now a rare surviving example in
<br />the City ". A small parcel does not convey the "historic context and historical information"
<br />of the importance of citrus farming to Santa Ana's history. The parcel size must be larger.
<br />Precedent set by Mosonite Corporation v. County of Mendocino, 2013 suggests that 50 %,
<br />or 2.5 acres, is an acceptable size of land to convey the historic significance of this property.
