The City's code indicates that those factors may be considered in granting a <br />variance, but they are not the exclusive factors. Indeed, any "special circumstance" can serve as <br />a basis for granting relief. (Santa Ana Municipal Code § 41- 638(a)(2)(i).) As described above, <br />the imposition of a curve in Lyon Street is such a circumstance in this case. <br />The materials referenced in this letter have been included as attachments for your <br />reference.
