CITY COUNCIL COMMITTEE ON <br />DEVELOPMENT AND TRANSPORTATION <br />Special Meeting Minutes <br />December 12, 2013 <br />CALL TO ORDER <br />The meeting was called to order at 5:04 p.m. in Room 1600 of the City Hall Ross Annex by <br />Vice Chair Martinez, <br />ATTENDANCE <br />The following Committee Members were present: Vincent Sarmiento (5:12 p.m.), <br />Michele Martinez, David Benavides <br />Staff present were: David Cavazos, City Manager; Jay Trevino, Planning & Building <br />Agency Executive Director; Lisa Stork, Assistant City Attorney; Shelly Landry - Bayle, <br />Housing Manager; Muriel Ullman, CDA Consultant; Karen Haluza, Planning Manager; Matt <br />Foulkes, Senior Management Analyst; Gabriela Lomeli, Redevelopment Project Manager; <br />and Rosa Barela, PBA Executive Secretary. <br />PUBLIC COMMENTS <br />Peter Katz spoke in support of opening Sycamore Street for future development at the 3`d & <br />Broadway parking structure site and suggested the placement of retail on the ground floor, <br />office space on the second floor and residential space on the third floor, and sell to a buyer <br />who will have complete ownership and attach a homeowners association fee. <br />Chairman Sarmiento arrived at 5:12 p.m. <br />AGENDA ITEMS <br />1. DEVELOPMENT OPPORTUNITIES FOR THE CITY PROPERTY DOWNTOWN <br />(Taken out of Agenda Order) <br />B. PARKING GARAGE AT 3R° STREET AND BROADWAY — FOLLOW -UP ON <br />URBAN LAND INSTITUTE (ULI) TECHNICAL ASSISTANCE PANEL AND <br />DISCUSSION REGARDING CITY PARKING POLICIES AND STANDARDS <br />Mr. Trevino provided background information on the ULI Mini - Technical Assistance <br />Panel (Mini -TAP) held in late October to discuss development opportunities for the <br />city's parking structure at 3r° Street & Broadway and the discussion on the <br />replacement of the 440 parking spaces. The panelists suggested the city look at <br />shared parking and parking management approaches in the downtown. Mr. <br />Trevino noted staff requested that Dr. Rick Willson, professor at Cal Poly Pomona <br />and author of "Parking Reform Made Easy ", speak to the Committee about parking <br />reform and the approaches to it. Dr. Willson agreed to be an advisor on the <br />parking issues in the downtown and the larger parking strategy city -wide. <br />13C -5 <br />
