Emergency response services by executing the Subscription Agreement in a form approved by the Board, <br />as further described in Section 5.2. <br />1.24 "Treasurer" means the Finance Director, or his or her designee, of the City of <br />Anaheim and shall hold the office of Treasurer and Auditor of the Authority, as authorized by Section <br />6505.6 of the Government Code and shall perform the duties as authorized in Section 6505 et seq. of the <br />Government Code. <br />2. <br />GENERAL PURPOSE AND POWERS <br />2.1 Authority Created <br />This Agreement creates a Joint Powers Authority to be known as the Orange <br />County -City Hazardous Materials Emergency Response Authority. The Authority is formed pursuant to <br />the provisions of Article 1, Chapter 5, Division 7, of Title 1 of the Government Code of the State of <br />California (the Joint Exercise of Powers Act). The Authority shall be considered a public entity separate <br />and apart from the Participating Agencies, <br />2.2 Common Powers <br />Each Participating Agency has the common power to; <br />A. Respond to, assess the nature of, and stabilize any emergency created by, <br />the release, or threatened release, of Hazardous Materials; <br />B. Hire, train, and equip persons such that they are qualified to respond to, <br />assess the nature and dangers of, and stabilize any emergency associated with, any release or potential <br />release of Hazardous Materials; <br />7- <br />
