REQUEST FOR <br />COUNCIL ACTION <br />I:N"AD i1 i ff WerOTTly" <br />APRIL 1, 2014 <br />TITLE: <br />AGREEMENT WITH MICHAEL R <br />MARINOFF FOR WORKFORCE <br />DEVELOPMENT WORKSHOPS <br />0 <br />CITY MANAG <br />N "Y I A <br />r <br />F <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V' Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Michael R. <br />Marinoff, in an amount not to exceed $55,000, expiring June 30, 2015, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In March of 2013, the Santa Ana WORK Center entered into contract with Michael R. Marinoff, a <br />human resources recruitment specialist, to update and teach workshop curriculum that would <br />impart upon job seekers more modern methods to find work opportunities. The workshops include <br />social media and other innovative strategies to assist WORK Center clients in their efforts to find <br />employment. The response has been overwhelmingly positive with staff noting an increase by <br />attendees in obtaining employment. Since the beginning of the fiscal year, over 840 job seekers <br />have attended the workshops. Based on this track record, staff requests to continue with Mr. <br />Marinoff's services through June 30, 2015, at which such time a new procurement will be required. <br />The WORK Center provides a variety of services to Santa Ana residents who are looking for work <br />or to upgrade their skills. It is essential for workforce development programs to stay attuned to <br />current industry trends and technology in order to put job seekers in the best position to obtain <br />employment in a timely manner. The last five years have changed the landscape of workforce <br />development programs. The lingering impact of the recession and the rapid changes in technology <br />have increased the time that it takes for job seekers to obtain employment. As technology and <br />industry trends change, the Work Center must keep abreast with technology since traditional <br />methods to find employment are not as effective as they were in the past. The perception among <br />staff is that the job seeking process could be improved by utilizing social media and other <br />technology to better assist job seekers. <br />25H -1 <br />
